Adjustment Layer looks like an ordinary empty layer, but in reality, it applies all the effects added to it to all the layers below.

Pre-Comp is essentially a smaller composition inside your main composition. As your project grows in complexity, pre-composing groups of layers helps keep your main composition cleaner and improves workflow efficiency.
